NOTE: Available divisions may change depending on registration numbers in each division.
2. Team Eligibility
a) All squads must be registered with their Provincial Association or, in the case of squads from the USA, with the State Association.
b) When applying to take part in a tournament, each squad must attach to the tournament application form (TAF) written proof of "Permission To Travel" duly authorized by its governing Association to the Tournament Host no less than 14 days prior to the first day of the tournament.
c) In Inter-District Class Tournaments, all squads from outside Ontario must supply proof of accident/injury/illness medical insurance to the Tournament Host no less than seven (7) days prior to the tournament.
d) A squad may only use players who are registered with its Club.
e) Teams will be accepted to play in the tournament at the sole discretion of the Tournament Committee. The entry fee must be paid prior to acceptance into the tournament. Teams that withdraw are subject to a $100 withdrawal fee. Teams that withdraw their application after May 21, 2019 shall forfeit their entry fee.

4. Number of Players
a) Teams are able to register up to eighteen (18) players
b) A maximum of three (3) guest players are allowed per team. These players must be from the same Club and from the same age group or a younger age group.
5. Team and Player Registration
Tournament Headquarters: SUFC / Ricco Foods Soccer Clubhouse, 185 York Street, Strathroy, ON
a) All teams must register at least thirty (30) minutes prior to their first scheduled game.
b) The following documents must be submitted to [email protected] by May 25th, 2019
· Completed team roster form
· Proof of permission to travel (Travel Permit) from district association for teams outside of the Elgin-Middlesex Soccer Association (EMSA) district.
Failure to submit these documents will result in your team not being included in the final tournament schedules. Roster changes can be made up until check-in is completed prior to a team’s first game. Once a team is checked in, no further changes can be made to a team’s roster.
c) A minimum of four (4) registered teams is required to constitute a division.
6. Player Uniforms and Equipment
a) Each player on a team shall have a different number, and this number must match the player name and number provided on the game sheet.
b) The “Home” team will be the team listed first on the schedule. If both teams have similar uniforms, the “Home” team will be responsible for providing an alternate colour of shirt.
c) The goaltender’s jersey must be distinct from his/her team, the opposing team and the referee.
d) The “Home” team is responsible for providing the referee with a properly inflated game ball at the beginning of the game. Game balls must be approved by the referee and may only be changed at the referee’s discretion. Approved ball sizes are listed below:
· U13-U18: Size 5
e) All players must wear proper shin guards.
f) Players will not be allowed to wear anything that may be considered dangerous (i.e. earrings, nose rings, watches, etc.)
g) Players wearing casts or splints can play only with the permission of the referee.
Teams will be expected to arrive at their field 15 minutes prior to scheduled kick-off times.
All Divisions: Guarantee of three (3) games to be played.
a) Games will be held at the Henk Van Dyk Park (189 York Street, Strathroy, ON), Cuddy Sports Complex (96 Kittridge Avenue, Strathroy, ON), Gemini Sportsplex (667 Adair Boulevard, Strathroy, ON), and Bethel Creekside Soccer Fields (24513 Adelaide Road, Strathroy, ON).
b) Game sheets will need to be completed for each game that every team plays.
i. Game sheets will be used to verify coaching staff and record the game participants.
ii. Both teams shall complete their game sheet in full and provide it to the referee prior to kick-off.
iii. Only team officials who are listed on the game sheet are allowed to assist the coach.
iv. The referee will sign the game sheet and submit it to the tournament organizers upon the conclusion of the game.
c) The tournament organizers reserve the right to change the durations of games on the event of severe weather (i.e. persistent heavy rain, lightning, extreme heat, etc.).
7. Game Play
a) All divisions will play eleven (11) players a side.
b) All game officials will allow a five-minute rest period between halves.
c) A game is considered complete if 75% (percent) or more of the playing time has elapsed in a game terminated by the referee for causes as noted above.
d) Game play will follow the Ontario Soccer Laws of the Game, as it applies to each age group.
8. Substitutions
a) There is no limit to the number of player substitutions during a game.
b) Substitutions are permitted;
i. When a goal is scored,
ii. At a goal kick,
iii. At the beginning of the first and second half of overtime,
iv. For any injured player at the referee’s discretion,
v. On either team’s throw-in or kick-in.
c) No substitutions will be allowed for a player ordered from the field by the referee as a sending-off offence. (Red card or 2nd yellow card in the same game)

9. Position of Teams and Spectators
a) Teams (players and coaches) will take up positions on opposite sides of the field from spectators. All players and coaches shall restrict their movements to an area along each touchline and within ten (10) meters of either side of the Centre line.
b) All players, coaches and spectators will remain two (2) meters back from the touchline.
10. Failure to Show
a) A team will be allowed a ten (10) minute grace period from the scheduled kick-off time to field the minimum number of players needed to start a game.
b) Teams are able to start a game with a minimum of seven (7) players
11. Coaches and Team Officials
a) Coaches will choose their side of the field prior to the game and must remain on their side of the centre line.
b) Only team officials will be allowed in this area. Parents and spectators must be seated on the opposite side of the field.
c) Team officials are not allowed on the field without the permission of the referee.
12. Extra Time
a) In the event of a tied semi-final or Medal game, the following procedure will determine the winner:
i. Best of five penalty kicks by five players of each team.
ii. If still tied, additional penalty kicks by the balance of the team until an outcome is decided.
Note: Only players on the field at the end of the game are eligible to take penalty kicks. These players are NOT to leave the field and must await instructions from the referee.
13. Determination of Group Winners
a) For each game played, each team will be awarded:
i. Three (3) points for a win
ii. One (1) point for a draw
iii. Zero (0) points for a loss
b) At the end of a preliminary round, the group winner shall be the team with the most points.
c) If teams are tied on points, the following additional criteria shall be used to determine the winner. These rules shall be applied in the following order:
i. Winner of the game between the two teams tied (applies to two-way ties only)
ii. Best goal differential (goal difference = total goals for minus total goals against in preliminary round play)
iii. Most goals for in preliminary rounds
iv. Fewest goals against in preliminary rounds
v. Penalty Kicks
14. Abandoned and Forfeited Games
a) The Tournament Committee will review the circumstances of any team that abandons (quits) a game before it is completed and decide if the team shall forfeit the game or be subject to additional sanctions.
b) At the discretion of the Tournament Committee, teams that abandon (quit) a game, fail to show or otherwise forfeit a game may be subject to dismissal from the tournament and all entry fees shall be forfeited without appeal.
c) Such incidents will also be reported to the governing body of that team and the OSA.
d) All opponents of a team which has forfeited a game will be awarded a win and three (3) points in the preliminary standings. The game shall be recorded as a 3-0 win.
e) A team that forfeits a game will NOT be allowed to advance in tournament play.
15. Disciplinary Action
a) All discipline shall be subject to Ontario Soccer mandatory penalties for player misconduct.
b) A player receiving three (3) yellow cards during the tournament will be suspended from the tournament.
c) A player receiving a red card will be suspended from the tournament.
d) The referee’s judgements regarding cautions and ejections shall be extended to cover all team officials, who will be subject to the same disciplinary actions as players.
e) All discipline reports will be forwarded to the District Association to which the player or team official is registered
f) Use of an illegal player will result in an automatic forfeiture of the game and potential further sanctions at the discretion of the tournament committee
g) Any form of referee abuse may result in the offending team or team member being removed from the tournament.
16. Protests and Appeals
a) Protests (Appeals) relating to Rule 15 (above) or to any other matter must be processed by the Tournament Committee located at tournament headquarters.
i. Field convenors and Game officials WILL NOT process appeals, and appeals will not be processed on the playing field.
ii. Protest forms will be made available at the headquarters building for this purpose.
b) Protests must be registered, in writing, within ONE HOUR of the end of the game within which the incident occurred and must follow the procedure as outlined below:
i. Brief written (legible) description of problem on the protest form stating pertinent facts only.
ii. Payment of $100.00 CDN bond fee in cash, money order or travelers cheque.
iii. Submit protest form and bond fee at tournament headquarters.
c) Protests will be processed within 2 hours of the original request. If the protest is upheld, the bond payment will be refunded in full. If the protest is not upheld, the entire bond shall be forfeited to Strathroy United FC.
NOTE: Protests will not be considered for on-field decisions made by the referees.
17. General
a) Strathroy United FC shall not be responsible for any expenses incurred by any team if the tournament is cancelled or shortened.
Strathroy United FC and the Tournament Organizers reserve to decide on all manners pertaining to the tournament.
